I would guess that it has to do with preventing anti-piracy and the like, since flash carts were such a huge issue in the days of the Nintendo DS.

Aug 24, 2020 · .cia is for playing on a real 3DS .3ds is for playing in the Citra emulator You can convert .3ds to .cia to play on a real 3DS but the one time I tried it, it didn't work. I may have been using a bad or outdated tool though.

What about 3DS roms, though? These seem like a nightmare to find, the most legit site I found was Ziperto but it had only one of the two games I wanted, the links are either dead or don't work or download the usual shady .exe files, the google drive and reddit threads about it …

May 17, 2022 · Place those .cia files within the [cias] folder of your Micro SD Card, then get back into your 3DS, open FBI, go into [SD], then into [cias], and you will be able to download the games into your 3DS from there (download and delete CIA - something like that), you will see the games wrapped in present boxes in the home screen after that
